The whole law of privledged conversation only means that the police cannot FORCE a priest, lawyer, doctor, spouse etc to repeat a confession, these people can choose to repeat the confession if they believe it is the right thing to do.

The can break what they call the "seal" of the confession, if they feel it is fit to do so.

For example, if a child confesses to stealing a 25 cent cupcake at a catholic school cupcake sale, the priest can and will break it because the church lost out on 25 cents.

I don't think so, if it was done within the bounds of the confessional. Now, if the priest was NOT in the official role of confessor at the time of the confession, I think that's more of a grey area.

We confess in the church to prove that we regret and ask God to forgive us! Priest cannot tell the polices since God forgave us!
