Yes, it's true.

They make sugar during the day (via photosynthesis, CO2 and water) and use some of it at night via cellular respiration. It's pretty similar to how animals use oxygen during the night.

they do both. during the day, the rate of photosynthesis (that uses carbon dioxide and releases oxygen) is higher than the rate of respiration(that uses up oxygen and releases carbon dioxide). At night, because of reduced light quality and quantity, the rate of photosynthesis falls to below the rate of respiration so there is a net consumption of oxygen and release of CO2.

no plants release oxygen,thats why it so important to save the rain forest so we can keep breathing
