yes. certain libraries have downloadable media and ebooks available. check with your local library's website.

I am not sure I understand the question. Most public libraries have books on tape and cd you can borrow for free, just like books. If your local library doesn't have them, they should be able to borrow them from another library -- inter-library loan -- which is usually also free.
