Exposure to ulraviolet rays, or gamma rays cannot be made perfectly safe. On the other hand, exposure to all lower frequency Electromagnetic radiation an be made perfectly safe by emiting intensity..pls. Explain..

Biological damage from radiation is caused by breaking bonds in molecules of even worse freeing electrons from them. The energy from radiation is discrete packets or quanta, which depend on the wavelength of the radiation. Radiation at wavelength longer (lower energy) than UV does not have enough energy to break bonds.
This is the standard answer, but there are reports that some damage is done by heavy use of cell phones and even high power lines. We don't understand our bodies responses as well as we understand physics.
