I can right click the wireless icon in my taskbar and "repair" the connection and it goes back to 54 Mbps, but I don't understand why it drops like that.

It depends on your signal strength. When your signal strength drops, so does your speed because more packets are lost

54 mbps is the max speed of the system. Actual speeds are way lower and those will be displayed once you actually use the connection.
If you reinitialize the system, you temporarily go back to the no load speed
