Feyenoord Rotterdam, Tottenham Hotspur's opponent in the last 32 was thrown out of the competition by UEFA due to the crowd trouble at Rotterdam against the French side, AS Nancy in the group stage match on 30 Novmber 2006.
as the Dutch side were thrown out by UEFA, the English side progress automatically to the last 16 to face Sporting SC Braga of PORTUGAL.

Tottenham originally were drawn to play Feyenoord in the next round of the UEFA Cup but the Dutch side were ejected from the competition following crowd trouble in the previous round against Nancy.

I think because their would be opponents, Feyenoord, got thrown out of the competition because of their fans acting up. Violence in the stands and so on in the group stage match vs Nancy.

Because Feyenoord were expelled from the competition due to crowd violence.
In this case the opponent goes through immediatelly.
