Maybe she is pro-states' right. She wants the states to decide if they want gay marriage or not. Many people want the federal government to impose their will on states which I'm against becuase I'm a fiscal conservative. I think states should decide if they want to allow gay marriage, not the federal government. Clinton wanted to assure the right of the states because otherwise, that would mean federal government interfering in states' affairs. She opposes it and she voted against the consitutional ban to defend states' rights. The federal government can't impose their will on states. This is what Clinton meant.

I'm assuming that this only means she has no intention of passing a definition of marriage amendment to the constitution if elected, since this is really the only thing she can do.

Simple, what she feel's personally is that she is against it, but a no vote on the contitutional ban was just that. She cant make a moral decision for anyone. It is called free will and the right to choose. And say what you want but anyone who stand's against her in a debate will be destroyed plain and simple.
