You have to go to a site that sells domain names and buy a domain name to host. Then you pay yearly or monthly bandwidth charges.
Or if you just want a personal one you can open a myspace account orgeocities or livejournal. Try typing in "free website hosting" in a search engine.

Since you have a Yahoo account, check out their Geocities link. If you have Internet Explorer, you can build a basic site in a few minutes. The instant features don't work with Firefox alas.... :(

Well first you have to find a free server. Then create it using eather frontpage or other wweb sitre tools. Or get some knowledge on HTML.

Easy to do.
Many sites offer a free template or a program that works just like microsoft word. If you want you can try one at http://www.freewebs.com
Basically you just type what you want and click save.
