Before I read the rest of the question, I KNEW it was meow-ese. It sounds to me like it could be one of several things--either your cat is hungry, thirsty, wants a clean litter box, wants love, wants a toy to play with, wants you to throw the toy, wants a treat or just wants to talk to you. Try saying his or her name. See if you get an answer. If you do, say it again. Repeat this and see if you can start a conversation up. It's kinda neat if you can. But check the other things first, especially the food, water and litterbox.

It means "have you SEEN the horrible conditions in that litter box? Get to it, human, either clean it up or I'm using the laundry!"
