Back when I was a kid and had horses we did one of two things, put a bur under the back half of the saddle. Instead of kicking the animal we shift our weight to the back of the saddle and a quick shake on the reigns and train the horse to move it a little quicker. They usually respond without being too overwhelmed. Otherwise spurs work great for lazy stubborn horses.
