University of Ohio for sure. And I'm from Chicago. Chicago State University is a glorified community college in with a largely African-American student body.
You can do better; go to the University of Illinois at Chicago if you want a decent state school in the city of Chicago.

Their application deadline is March 1st, but they'll cut you some slack if your transcripts are a little late.

University of Ohio, by far. CSU is considered to be one of the worst universities in the state. The best public university in Chicago is UIC, but the deadline for freshmen, non-engineering, was February 15. They have gotten strict with that deadline.

Well now that would depend on who is looking at the Universities, cause there are some that others would say was even better then either of these.
