Depends on the computer. If your computer is running on Windows NT, and you were going to upgrade it to Windows XP, then it might increase performance, but then again, maybe it might not change a thing.

Yes, it will likely increase provided your system is powerfull enough to run XP. You need 128mb ram (256 is better) and, at least 6 gig hard drive.
The reason it will increase is that you will delete all the junk from your old system and start again fresh, that is, you will rebuild your motor.
