You know, I've never been able to figure this one out. Yes, there are places like the Congo with rare natural resources, and like India, with a developed commercial system and things to sell. But, mostly, it just happened.

Take the US -- a latecomer in overseas imperialism, which should have known better. What we got out of 1898 was Puerto Rico, an eternal dependency; Hawaii, which had missionaries and pineapples; and the Philippines, without our persistent insistence on owning, we might altogether have avoided the unpleasantness of the Pacific half of WWII.

As this seems to be a multiple-choice question, the only real possibility is 3) natural resources.
