water runs thru the unit and out the bottom flow valve whenever the unit runs. Is this normal? It seems like a waste of water.

This normal. These units are not the most water efficient, but it is a trade off to get some humidity back in the home. The water needs to be running since the pad cannot hold water and pass air at the same time.

By having a flow of water flushing through, it retards the buildup of minerals on the pad.
Some of the humidifier types that have a revolving drum in a reservoir(I had one) lime up so fast you have to clean them once a week. Plus you have some nice warm stagnant water for germs to grow.
So yes while you may use more water in operating, trust me, the extended run times between cleaning and better hygiene are well worth it.
