My webdesigner uses , while other places I found on META Tag search uses . Is there any differences between the 2? Do I need to put "" around the word distibution on my version?

The correct way is:

It does not matter if you use capitals or not.
I don't think that you really need to use this tag but it won't hurt.

No it doesn't matter. And quotation marks are only necessary when the value has spaces.

For example name=distribution does not need quotation marks. But name="big distribution" requires quotation marks.

Some MetaTags are unimportant and not even needed. But to answer your question, yes, use the quotes.
