Scientists are working to find out solution for existing unsolved problem or for a new problem based on several factors. First thing before beginning the research work they should understand what are all the technologies available to solve these problems .If available why it failed. Instead of finding new solution they can try to improve that available solution to suit for the present situation. For that they have to collect lot of information from different sources. Can you believe that I have issued the waning to local T.V.Stations 2 hours before Tsunami struck our Indian coast? My request to issue alert message was ignored. The reason given by them is these types of warning can be broad coasted only if it comes from meteorological department. Still even after 2 years no proper investigation was carried out to find out how it was possible for me to issue the warning and why it was not possible for the meteorological department. I have used my knowledge and my earthquake alarm to issue the warning. Please visit the following site to know more on this.

One has to be able to define a problem before starting to work on it and defining it requires the gathering of some information about it.

gathering information is working on the problem. before you work on your problem ,you must gather the know data, for comparison , to the new data from your experiment

No real work can be done until there is data to work with. For example: John wants to go to Tokyo, how far is it? We have to know where John is to begin to answer this question. It's a simple answer, but that's how it works.
