Would it make a difference if i attached a cover letter for my resumes to pass out at a job fair? I'll be passing out quite a few resumes.

Hi,
Generally cover letters are sent with the resume when you are A. mailing them or B. applying online. I would suggest you not take any with you as you might find it hard to customize them on the fly.

Yes attach a cover letter, but check with the fair officials to get proper okays, unless there is a Job Fair going on.

a cover letter should be written to the prospective employer. since it is a fob fair and there is no one certain prospect no cover letter should be written
