The glue contains a solvent which keeps the glue in liquid form. When the glue is exposed to the air the solvent evaporates and the glue goes solid. There isn't enough air in the bottle for the solvent to evaporate into so the glue stays in liquid form inside the bottle.

When the moisture from the glue evaporates the glue will dry. The glue in the bottle doesn't have a way to release it's moisture.

it needs open air to dry because the moisture in the glue can escape to the atmoshpere and even if theres air in the bottle that air can only hold so much moisture and the rest stays in the glue

Interesting question! I learned something today from some of those answers. I just wanted to give a genuine warning Not to inhale any type of fumes from products like glue, paint, nail polish or gasoline otherwise known as huffing can cause damage to brain tissue as well as bone marrow (fatty inner lining of bones) and other damage. Inhalant use is another name for huffing, sniffing, or bagging. Thanks for listening!

Glue is formulated to only become sticky when it is exposed to oxygen.
