I believe your problem is that conifer tree. The soil is too acidic for the grass to survive.. I don't think you will have much luck in keeping grass growing there.., you could use lime to balance the ph. The best time to plant grass or sod is in the spring, when the risk of frost has passed.

September is the normal time to lay lawns when the weather is cooling, and when there is rain. You can also lay it in April. Perhaps you didn't keep it well watered when you laid it last time? The best idea is to buy a box of grass seed and sow some of that. It's a much cheaper alternative.

It is better to reseed your lawn in the fall to give the seeds time to grow and take root during the winter. But now that spring is not to far away. Early in the Spring is also a good time to reseed your lawn. You also might want to think about dethatching and aerating your lawn during the Spring and Summer months also.

Winter. The grass grows slower in winter and will "settle" in the soil and grow gradually faster as Spring heads to summer.
