My 9 month old daughter (who also has 5 teeth, 3 upper, 2 lower) loves Wagon Wheels. They come in 2 flavors that I have seen, apple and carrot, and i've bought them at Walmart and Babies R Us. They are big enough that she can't fit one in her mouth all at one time, and get soggy enough that she can mash the pieces she bites off to "chew".
I really like them, so does she.

They're a rice rusk that is really thin and melts instantly in you little one's mouth. I've been giving mine some for a couple of months now. On the box it does say not before 12 months but three years ago on the box it indicated that you could start as early as 4months. They're awesome.
You can get them at walmart.

Gerber wagon wheels. They're not as messy as most of the other finger foods for babies. You can find them at almost any grocery store. They come in vegetable and fruit flavors.

I gave my baby biter biscuits, but made sure she was sitting down, and that I was watching her every second. She never bit off too much. Once it gets down to about 2 inches, I threw it away.
