the tops of my fingernails always peel
even if i have a base coat and top coat on them

what is a good way to make it stop?

Use a block buff or white block and gently buff the nail.
Nails are an extension of your skin, they are made of skin and so just like skin they shed their cells. Some people never even notice when this happens but for others like yourself larger pieces of the nail can peel off.

Apply a cuticle remover and push back your cuticles then buff the nail as mentioned above and the rub in cuticle oil (even cooking oil works) all over thre nail plate and then apply one coat of a Base Coat and one of a Top Coat.

Eat lots of gren vegetables. It's a B vitamin deficiency. Do you also have thin hair?
