Use a disk-wiping utility like Active Killdisk to erase all data on the drive: http://www.killdisk.com/

Then reformat the dirve and reinstall the operating system from the CD that came with the system, if available.

Merely reformatting a drive or partition leaves all of the data on the drive where it can be recovered by unerase utilities. Killdisk and similar wiping programs overwrite all data sectors with random or meaningless data.

If you mean clear what's on the hard disk you could format it and reinstall windows but if you have sensitive data on your computer the only sure way is to fit another hard disk because an expert can recover most all the deleted data from a hard drive even after a format.
