I think this question is a bit of a red herring.

Kipper is the name given to a red herring, or actually, any fish, after it has been split from tail to head, eviscerated, salted, and cold smoked. Kippering, kippered fish. It has nothing to do with "sleeping."
If this is a joke, it doesn't even make sense, let alone is funny...

Only those who are in the last sleep who smoked! Naughty fish......!! Kippers are Smoked Herring so If you have one in your tank, its died and the other fish may eat it!
Fish don't sleep they just go into a very relaxed state! They have to be alert to threats!

i always knew a kipper to be a fish that has been smoked by fumes, as a food process. i never heard of it has being a sleeping fish before.
