Hi Maggie,
I think it will get better if you don't shave, but pluck the hairs with tweezers... Or, less painful, use an epilation creme.
That way the hair will slowly get thinner, and lighter too, and your skin will feel much softer than if you shave...
After epilation, always apply a soothing moisturizer.
How to cover it up, I'm not sure. A good concealer can work miracles, but i'm sure you already tried that.
Good luck!

Hi. Oh dear, please do not shave any more. There is a gadget called eze-tweeze which is so easy to use. It pulls hair out from the root so the hair grows finer but the beauty of it is you can use it anytime you like and the hair does not have to be at any particular length. As you have been shaving, the first few times may hurt a little as the hair is thicker but in time you won't feel a thing. Don't use chemicals either because they also leave rashes and shadows on your skin. As for covering what you have now, I suppose a foundation with a shade slighty lighter than your own skin followed by a ligher shade of powder might help. Good luck...

AAAAAAAAAAAAAARRRRRRRRRRRRRRRRRGGGGGGGGG! Don't shave you are making it worse!!!!!!! Laser treatment is outrageously expensive and electrolosis although cheaper can become costly over a period of time. There is something available to buy in Boots. It is called a Beautico E - Pen. It is a needleless electrolosis treatment that you do yourself at home. It all sounds a bit iffy and difficult but trust me I have been using one for nearly a year and it was the best £29.99 I have ever spent! I recomment you give it a go. Good luck!!!

i does not "save up" for electrolysis, i'd in basic terms start up going as quickly as you are able to handle to pay for a consultation. It takes a LOOOONG time to end. As for masking up your beard shadow, this is going to sound atypical, yet take a small volume of pink lipstick and rub that over the beard aspects, spreading it out with your finger. It would not could be lots, in basic terms sufficient to make your face look like it has a sunburn. Then, use the two Dermablend (Hollywood makes use of it to conceal up tattoos) or Max ingredient pan stick (that's what they use on newscasters to grant them that thoroughly faultless look on digicam.) those are "heavy" makeups, and in case you have oily dermis, or it is warm out, anticipate it to get messy.
