Any jack, screw or hydraulic, works best pushing the car straight up. Any side way pushing force component may cause a slide and a collapse which is damaging for the parts of the car that will fall to ground and no fun for whoever happens to be working under the car.

Due to the construction of the jack the fluid reservoir losses its supply of fluid if the jack is set at much of an angle other than the vertical. It has to do with the piston in the pump of the jack starts to 'suck' air, which is compressable so the hydraulic effect ceases.

Because if the direction was parallel to the ground you would just push it away from you. Perpendicular to the ground means up.
