She is most at risk in the week leading up to ovulation. In a perfect 28 day cycle where ovulation occurs on day 14, this is days 7-14. You can notice signs that a woman is fertile by noticing the type of cervical mucous. Taking Charge of Your Fertility by Toni Weschler is a very good resource.

Around ovulation. Ovulation *generally* occurs 14 days after the first day of your last period. However, if you have longer/shorter cycle than 28 days the exact date will very but will likely still be in the middle of your cycle. So, in theory the closer to the time of your period coming or leaving the less risk of pregnancy. However, there is a possibility of becoming pregnant any time no protection is used b/c some women ovulate at different times in their cycle or ovulate 2x a cycle, etc. So there is always a chance no matter when.

basic physiology tells us the only time you can get pregnant is during the 5 days before and one day after ovulation... ovulation typically being day 14 for those with a 28 day cycle.
