Not at all.
Even Lake Kariba on the Zambezi River (the largest man made lake by water volume) which holds 160 to 185 km³ of water would not raise the planetary sea level if it was allowed to empty all at once.

All of the oceans of the world hold about 1,338,000,000 km3 of water.

It doesn't. To think otherwise is ignorance about the vast amount of water in the oceans compared to the minute amount of water stored behind a dam.
