buy some prepared rose spray and apply according to instructions.
You may be watering your roses incorrectly, only water the ground around the bushes, if you water the leaves you will invite diseases which it seems like you have at the moment, or you could be watering them too much, better to water deeply every few days than a little each day

check them for aphis if not then there is a blight on them and it will spread to the others
