You may not have sat in on some of the training sessions with self important HR managers that I have in my various jobs. When the trainer makes absolutely no sense, and I am confused, and I can't ask the right question to clarify the information (or lack of) because I don't know what they know, I would often say "I don't know what it is I don't know"; meaning it was impossible for me to understand as I don't have enough experience or information to ask the right questions. Confused? Believe me, some HR trainers couldn't train a monkey to eat a banana.

It means you're unsure, or perhaps not sure that your sure. It means you might know something.
If I said this I would mean that I am almost remembering something but can't quite. It could also mean that you know something but have no idea how or why.
