A winter storm warning is an announcement that a severe winter storm is about to occur and people are given a warming in order for them to prepare for the storm. A winter storm watch is when forecasters watches the advancement of a winter storm (or tracks a winter storm) as it approaches a given area. During a winter storm watch the weather officials are not sure when or if the storm will reach a particular city or area.

The expected weather condition has a pretty good chance of occurring, even a likely chance of occurring, but typically an advisory is used for less severe type of weather conditions. A Wind Advisory might be issued or a Freezing Rain Advisory issued instead of a High Wind Warning or an ice Storm Warning.

The difference between any warning and watch (as defined by the US National Weather Service) is that a "watch" means severe weather conditions are forecasted to be present during the specified watch time. A "warning" means that severe weather conditions are impending or currently occurring.

A warning means that conditions are already prevalent to the weather at hand--and should already be underway.

A watch means that conditions are favorable for a change in weather matching the issued statement. Within 12-24 hours.
