I have a NetGear FVS318 router. Today I got a 15MB cable connection. Without the router it really is 15MB, with the router it is down to <9MB. Is there anything I can do? Do I need a new router?

A little more info based on the answers.
It is the same computer, with the router and without.
It is not a wireless router.

I had a netgear wireless G MIMO router and it was SLOW like crazy...I got a Linksys Wireless N router and it was 20 times faster. Buy a new LINKSYS router netgear makes thier routers out of crap they just look nice. Furter assistance email me at michalbugno2006@gmail.com

Dont get a new router. The speeds vary from day to day. If this is a wireless router you may have a very poor weak signal.

No, a router doesn't do that, it just routes data to the correct PC that is attached to it. If the second PC is using >6MB, it could explain the slowdown to the first PC. Ask your ISP to check their connection to you, this isn't something that is likely caused by your router.
