To permanently delete install CCleaner (free)

If by permanently delete, you want to make sure they are not recoverable with other utilities, you need a utility that actually overwrites the used disk space. One example is http://www.pcworld.com/downloads/file/fid,22393-order,1-page,1-c,alldownloads/description.html

Use Shift-Delete. This deletes files, rather than sending them to the recycle bin.
