1. As you will be in India for a month, so in last days you move towards north of India, and you can reach Wagah Border By Road (Via AMRITSAR) and then cross Border by Foot and get Bus to Lahore from Other side of Border....

Amritsar is well connected by Train/Bus/Low cost airline (Costing maybe Euro 10 - Fast Train - SHATABDI, 4 - Bus, 35 to 40 by Air)

2. Before that you have decide what you have see in INDIA for a month...to shortlist some....you must have to go to TAJ MAHAL in Agra, and maybe for adventure you can buy a Bike for almost Euro 1000, and sell it in Amritsar while leaving (maybe for half the price, so you can see India for Euro 500 + Petrol (which shall not be more than Euro 200), But if that is expensive, better buy a Indrail pass from Frankfurt (M/s Asra Orient, Kaisertrasse 50,
D-60329, Frankfurt/ AM, Main Germany Phone No. 069253098
Fax No. 004969232045 email asra-orient@t-online.de) for almost USD 250 (prefer AC to save you from Dust and Heat) for details use http://www.indianrail.gov.in/intert.html and travel as much as you can in 30 days....

and on last phase reach ATARI (last station in India) or catch train to Pakistan from Delhi, that you have to check when you reach station.

If you travel by Train, you have option to use retiring rooms at Stations at very low cost....

3. It would be better if you have the places you intend to visit, so you can have more details about the places, what you can see there etc. etc., and surely people like me will be pleased to help you to explore india in an Inexpensive way

train or bus will be the cheapest but you will probably not get a same day train ticket so be ready to spend a night in dehli - you can take the train to Amritsar ( will cost anywhere from 500 - 2000 rupees depending on which class and if it is an express train and is a 5 - 9 hour journey, at least 6 trains aday will go to amritsar, perhaps more), then take a min bus from the amritsar train station (150 rupees) to the Attari/Wagah border crossing then you can cross into pakistan there - unfortunetly I have no idea what you should do once in Pakistan but I am sure you can get a bus or train from there to somewhere - word of advice for trains - pick up a copy of trains at a glance as so as you can when you get into india - abit of a pain to decifer but a huge help - also check out the website to try to figure out viable train options - http://www.indianrail.gov.in/ -
as far as saving money - sleep cheap but clean - if you search the backpakers area you can always find something decent for cheaper - especially if it is a block or two off the main strip - when in doubt ask an israeli where they are staying, they always find the cheap but clean places it seemed - most notably in Dehli - also you will spend way less on food if you dont eat at tourist/backpaker resturants and primarily eat indian food - go where you see lots of locals, especialy moms/kids and you should be ok

Please don't take it as a crude answer!

Based on your inputs in your question - A German national, have visas, adventure trip for you, financial constraints......., try moving to Pakistan from the City of Delhi on a bicycle. The route from Delhi via Panipat-Ambala-Ludhiana-Jalandhar-Amritsar is very good, populated, safe and full of facilities. A good new bicycle will cost you around US $ 40 in Delhi and the distance from Delhi on good motorable above route is around 500 kilometers. Worth matching your requirements of shortage of money, adventure and urge to visit the places. Courage to undertake the journey in yourself you haven't mentioned, so I presume the same present there in you.

This would be the cheapest option by any mode of transportation in India and Pakistan.
