Yes. You can look great on a budget. You didn't specify your age, but I am assuming you are young. First of all you have to look into your closet and see what you like and don't like. If you have not worn something for two years, throw it out or give it away.

Now you should start with some basics:
One great jacket (blazer)
1 Denim Jacket
Two pairs of great fitting jeans
Two pairs of dress pants, one black and one brown
One leather outer jacket
Two great looking dresses - like a sensational wrap dress
One black and one a color of your choice
five of six great solid color tops
Two lovely skirts
(Joseph D) is a great company that makes outstanding tops and they can be purchased in Macy's. Also Macy's INC clothing is just georgeous. Stunning outfits and tops.
Two nice blouses (possibly one silk)
Two sweat outfits for sport
Two pairs of high heels
1 pair of sneakers
Two pairs of dress boots
A great handbag - Kathy Van Zeeland...just georgeous handbags for approx. $80 and under
Some great accessories, such as great costume jewelry to offset an outfit, pins, belts, scarves. You need these items too.
This is just a start. Now I would go to say Macy's, Lord and Taylor, New York and Company and L & M clothing store. Wait for sales and only purchase good quality items on sale. I don't know where you live, but you should ask friends where they have beautiful clothes at discounted prices. I like the department stores because they only carry quality items and if you are a good shopper you can really do well. When they put things on sale, and you have a 15% off coupon you can really reduce the price of an item alot. Also don't buy faddish clothes..buy classics that will go from season to season. Pay a little more, but make sure the fit is good and the quality too. Well, that is a start, good luck to you.

Thrift stores are awesome places to find vintage t-shirts, designer jeans, cute purses and everything else your wardrobe lacks. And for fantastic prices too!
TJ Max and Ross are also good places to shop!
But thrift stores are my favorite option, as a college student I find them to be very affordable and fun places to shop. And the hunt for unusual things is always fun, because they constantly get new one of the kind pieces in.

invest in some perfect pieces of clothing.
it's better to have one really good piece...rather than a bunch of budget pieces.
try off price stores..like marshalls, tj maxx, loehman's..etc...
never skimp on shoes or handbag.
you could also try a good consignment store....they sell very very gently used or never worn clothing at drastically reduced prices.
a consignment shop is better than a thrift shop, because the items have to be in perfect condition and have to be current.

Go to kohls or even forever 21 to treat yourself to a not so expensive 15-30 dollar top. I go their sparingly...go secondhand but spruce it up a bit. I'm always on a budget when it comes to style. lol

shopping at the second hand stores, i always find almost new or brand new designer clothing at such a cheap price, there are these thrift shops in almost every major city... so shop till you drop

hit the cleance racks also places liek rue21 at the mall they always have great prices maurices is wonderful i live in missouri tho so idk where else they are! target has awesome fashion! i am always on a budget too!

for your hair if you dare go to a hair school you can get it cut and colored for $10 where i go cause they are just students and Ross has good cheap clothes
