You purchase it from your Internet Service Provider, but not all of them offer Static IP. You probably dont want one either, because a static ip is a target of hackers since it does not change.
That wont help you, just hurt your security. Installing Kubuntu, for free, at www.kubuntu.org, however will greatly improve your security if you are currently running Windows.

ISP can provide that, usually at an extra charge and most ISPs offer static IPs as part of a business/commercial package.

Your internet service provider needs to provide it for you. Most cable providers and dial up providers do not provide the option. Many DSL providers do, but it will often put you on a "business" plan and cost you at least $50/mo extra.
For your web camera, you can use a utility that manually updates the dynamic IP you get from your internet provider today - like dyndns.com or no-ip.com (i use no-ip). they are free.

just go through your router...then to your computer or online.
Does your ip really change often? If so try changing the lease time to longer it is usually a day try a year. Good luck

You need to request one from your ISP. Be prepared to pay extra. Won't the camera work with a properly configured router?
