It is a natural reaction. If someone asks a question and you don't know the answer you duck your head. For instance if you were in a classroom and the teacher was looking for an answer and you didn't know it you would lower your head. Shrugging the shoulders is an exageration. It sort of mimics a turtle pulling his head into his shell if you think about it.

Cause they said "I don't know" when shrugging their shoulders.

usually when we shrug our shoulders we make a frown face(upside down smile)which represents 'no' ... everyone does it so its like body language..
