Nail polish is not only color; there is also a catalyst to help it harden. Sometimes they seperate, so the little ball helps combine them together again. It's like the little ball in spray paint.

I'm not sure if the little metal ball helps somehow chemically with the nail polish, but I know that it helps to mix the nail polish better when you shake the bottle, causing the polish to un-solidify (if it was). when you shake the bottle without the ball, usually the polish mixes, but not as well, the ball mixes the color and pieces that make up the polish together to give a better result for you!

It's used to mix up the nail polish to even out the color.

like the others said it is for helping to mix the polish together, however, you should not shake it as that creates air bubbles and can affect the final finish on your nails.Try to roll the bottle between your palms for about a min, that should mix it up plenty.

The ball is there as an agitator, for mixing the colors in the bottle more quickly.

it breaks through the tough varnish so it comes out smooth and not clumpy, thats why you have to shake it until you hear the ball touching the sides, because then the varnish is ready. just like beating sugar and butter.
