because if you leave enough around that you disable people then later on they do not compete in the world job markets for jobs, do not increase productivity so profits go higher because less is availble so there is more demand and because war is about winning now not surviving in the future for the most part which leads to the possibility of total world destruction with that type of mentality. Why not ask why don't they design a better cluster bomb that does not leave dangerous stuff around for children to find. Even regular bombs can be problems many many years later e.g. many fell into the English channel during WWII from the Natzis that were still live and had not gone off such that work on the chunnel had to be stopped at least once to remove them safely

Well actually not only those 3 countries did not ban cluster bombs...The U.S, China and Russia have refused to sign the land mine treaty and oppose the Norwegian initiative on cluster bombs. They did not send representatives to the meeting. Australia, Israel, India and Pakistan also did not attend. Those nations say the weapons should be dealt with in other arenas, such as the U.N. Convention on Conventional Weapons, known as CCW...And from the 49 nations that attended the meeting 3 refused to signed the declaration:Japan,Poland and Romania...

Israel and a lot of other countries also use weapons which work the same way. Its not the cluster bombs that are the cause for concern. It is the targets you use them on.

barney you raise a good point,
clusterbombs are used by cowards
they are like poluting the soil with landmines
tiny death or injury causing spite bombletts
noting they have caused 180 injuries [or deaths?] just from being planted in lebinon ,just prior to retreat
brave [stupid] move ,yet who how they get there ?,why at that time?to say just what egzactly?was it a point or a tactic?
