go and find computer nooks in a mall, go to yahoo.com then type web designs on the address, click away my friend,dont hesitate,hang out there till the guards tell you otherwise,you wont get lost unless you turned your computer off..hehehe ...and of course bring money to pay and candies...:-)

try to inquire in any university or college about this course as far as i know this is an special course not in your basic curriculum
try to inquire in some computer school that offer advance courses they might be a place for you there
the one i know is parramata college but this one may be too far from you
