ive been looking for a cheat to get a dragon but i cant find 1 but my friends told me u can so i dont know

Yes you can get it if you are a member. It will be in your house and you will have to buy it for a very high price. There were never any cheats in runescape and there never will be any. Hope this is useful.

first, of all by dragon, do you mean as a pet, if so you cant in members or non-members. if you mean dragon weapons and armor, then yes you can, but only in members.
second, there aren't and will never be any cheats for runescape. if someone tells you he has cheats for somwthing report him and dont fall for it.

I don't think so. At least not as a non-member. I don't know about members, but I doubt it.
