when hes basking and he hears something he shakes his head as if saying no.. is that normal?

Its called headbobbing and they do it when they're protecting their territory or they feel threatened. Its a way of saying "Hey this is mine!" or "Go away, I dont feel safe right now" so its not really a good thing.

My female tort bobs her head at me cuz she's not tame yet.... She also hisses... But I love her anyway.

when turtles shake there head like that they are trying to warn predators to stay away and to show dominance over other turtles.

Turtles do not hear- they see and can sense vibrations. When they feel a vibration, they look for what caused it. They also bob their heads as they breath.
