i assume ur trying to solve for x and y?
if this is the case it is a simple systems of equations problem. there are many methods to do it but i will go through a simple case.

solve by substitution
1st) solve for y in the first equation
2x+3y= -16
3y= -16-2x
y=(-16/3)-(2x/3)

2nd) plug this y into 2nd equation for y and solve for x
5x-10y=20
5x-10(-16/3-2x/3)=20
5x+160/3+20x/3=20
(solve for x)
35x/3= -100/3
x=(-100/3)*(3/35)= -20/7

3rd) plug into either equation to find y
5x-10y=20
5*(-20/7)-10y=20
-10y=20+100/7
-10y=240/7
y= -24/7

x= -20/7 y= -24/7

I assume you're looking for a substitution here. Divide the second problem by five so that you can figure out an equation for x. If we divide them all by five, the new second equation is x-2y=4. Now we add 2y to both sides so we can get the x all by itself. Now we have x=4+2y. Now we can substitute 4+2y into the first equation for x and then we'll only be dealing with one variable. So now to substitute here's what we get:
2(4+2y) + 3y= -16.... translates to 8+4y +3y = -16. Now we have to group up our y's and subtract 8 from each side to group our whole numbers. Now we have 7y=-24 which means that y equals 24/7 or approximately 3 and 3/7ths. Double check it, but that's how it should work. Good luck. Also, if your answers normally come out as whole numbers then check to make sure we've entered all the numbers correctly.

you have

2x+3y=-16 multiply this equation by -5
5x-10y=20 multiply this equation by 2

-10x-15y=80 add
10x-20y=40

-35y=120
y=-120/35=--3.42857142

substitute y into first equation

2x+3*-3.428571428=-16

2x--10.285714285714=-16

2x=-16+10.2857 or x=(-16+10.2857)/2
x=-2.857142857
