A soroity has an executive board consisting of a chair, vice chair and 3 other members. Its voting rules indicate that an issue can pass in 2 ways: if the chair, vice chair and one other member support the issue or if one of the chair or vice chair and 2 other members support the issue. Explain why this is a weighted voting system.

because, the three others cannot win over the other three, and if the chair does not support it, then the two vice chairs cannot overthrow the judgement without other support.

The chair and vice chair cannot be outvoted by the other 3.
