does someone know what causes the dry cold weather and damp cold weather ?
and people feel comfortable at dry cold weather or damp cold weather ?

Dry cold weather is associated with a continental climate. For instance, the provinces of Saskatchewan or Manitoba, Canada, are many miles from the Ocean and the cold air associated with it's winter climate sweeps down from the Arctic bringing cold dry air.
However, in eastern Canada, the Atlantic Provinces have a Marine climate, which is caused by the Atlantic Ocean. In winter, as the air moves across the ocean it picks up moisture and "damp cold weather" results.
Dry cold weather is more comfortable than damp cold weather. A temperature of -20 degrees Celsius in a continental climate (dry cold weather) feels much more pleasant than -20 degrees Celsius in a marine climate (damp cold weather). The cold damp weather feels much colder to the human body than cold dry weather.
