Register cars, receive mail, etc? Note, this person lives in motels and moves every couple of weeks....sometimes to different states.

Ever hear of a P.O. Box?
Or how about a private mail box service that will allow you to have an address and will forward your mail to wherever you want. Then there is always the use of a relatives address as your own.

Frankly, this sounds kinda suspiscious to me. If this individual is not showing up on any state roster, I'd guess he's not paying taxes either. Which is bad. If this person is a US citizen, establish residence somewhere, pick a state. Get a post office box, apply for a license, something that will document that this person is a resident of whatever state he chooses. If this person is not a citizen, then something shady is going on here.
