Should negotiations be opened with groups such as Al Qeda and ETA?

Shoud we have another means of dealing with such groups other than hunt & kill?

For years, people treated the IRA and the Ulster movement as terrorists - quite rightly as they were killing innocent people. I remember growing up and watching on TV the daily bombings in Belfast, the same as in Baghdad today. The same rules applied - the enemy looked the same as everyone else, innocent people dying while going about their daily lives. But a political solution has been found and, while there is tension, there seems to be peace.
Negotiation is possible, when you remove the reason for the killings to occur.

First we must recognize that terrorists groups do not represent whole populations in one nation or country. Instead they represent a body of people with their own political agenda and ideology, that may be organized in one or more countries..

By understanding what they are, and what their demands or threats are is the determining factor of choice to begin negotiations with terrrorists.

If the terrorist group represents a threat to the country, then look at it as long term. It is like a cancer that cannot be cured but must be fought against, because it's intent is to destroy the structure of society, that a people or country live in.

The adherents in the terrorist groups live in an attitude of hopelessness and dispair. They see no good future for themselves or their children. That inward picture is how they see themselves and is a selfish picture. It leads to death and distruction to anyone that will not agreee or surrender to them. It is an ideology based on hatred of others. They will grab any idology whether religious or politcal or social to solidfy their philosophical base.

Can it be negotiated with? It depends on the individual leaders if they will or not The best measurement of acceptance is by their actions. Actions speak louder than words. If they promise peace on one hand but destroy with the other than take them out.

Can this be defeated? Yes..Give the children or it's members a glimpse of a society that is free of terror, and where disagreements can be settled peacefully and civily. However long it takes, it still must be recognized and fought against, no matter how strong or weak the terrorist group is.

The ironic thing is that we have directly or indirectly funded and supported terrorist organizations to fight our enemies in the past. We can meet force with force but as long as one person holds a belief of a particular organization it will live regardless of how much damage we do. There is no perfect answer.

No. Hunt and kill. They operate on the wrong side of the good/bad line and should therefore be treated as outliers.

Would you ever kill someone in order to get some attention?

I don't think negotiating with terrorists is possible. We have tried and they thumb their noses at us. Terrorists are extremists and fanatics who believe that killing is their religious mission in life. You can't negotiate murderers. Even if it was possible, could we ever really trust them to follow the rules? I don't think so.
