I rearended someone and it was failure to control vechile or speeding and im going to court and im 17. Why am i goin to court? What are they going to do?

If this is traffic court, then you only want to have a solid reason for losing control of your vehicle. An example was that your foot slipped off the break. If your argument is convincing enough then you will get off lightly with minimal points and fine. The DA may even plea bargain with you if your intent was to plead innocent. A plea bargain usually means that the court gets its money, and you walk without points.

If it is a civil court where you are being sued because somebody was injured, you need an attourney (especially if you have assets that they can go after).

Is this the first time for you accident and ticket wise? I don't know what state you are in, but in some states it's automatic fault if you rearend someone else's car. Were you drinking alcohol? Are you fighting this ticket? Usually if it's "just a ticket" you go to court, stand (sometimes sit) before the judge, and explain what happened, from your point of view. Then, the judge will determine the ticket-if it should be the same fee, or lower. They can also take payments if needed. Just please, dress nice, and respect the court. Respect the judge. And, try to relax some. Take care.
