Download the program tzedit.exe from Microsoft. Use it to set daylight saving to begin on the 2nd Sunday in March and end on the 1st Sunday in November. This should work for Windows 95 thru XP.

There is a patch but I heard it has a few problems?
This year, why not just type the correct time at the beginning and end of savings time and let them work it out for us.
