I like to annoy my neighbor. I hooked up a cut off switch to her lights. I put the remote control in my pocket, and when I walk by her window, I can turn her lights off and on from outside.
I found the keys to her car, and waited until it was raining (really hard), and set off her car alarm.
If you hook up the cut off switch to the garage door opener, it's even MORE fun...she hits the button to open the garage door. When it's halfway up or down, you push the button on the remote, and it stops. She heads back into the garage to see what's wrong with the door, and QUICK you push the button again. Then, she has to RUN to beat the door!
When we go camping, I have the kids pelt the port-a-john with pebbles the whole time she's in there, and it makes it hard for her to pee.
It's great fun to unhook the ropes from the tent.
At Christmas time, I hook up the same cut-off switch to her Christmas lights outside. When she goes out the door, I turn her lights off from my living room. If she walks back toward the house, I turn the lights back on...she thinks she's losing her mind!
It's LOTs of fun, I'm sure she's annoyed....

Poke them
Talk nonstop about something you are knowledgable about, the less they know what you're talking about, the better!
Repeat "My brain is melting" until they snap
Bite them
Play with their hair, tugging at it
repeat their full name loads of times
Call them at 3AM
Then again at 4AM
5AM
Send them E-Mails that all say the same thing
Send them fake death-threats
One word: Photoshop
Make a tribute video about them, with Sweet Transvestite as the soundtrack
If the subject is female, do the video with the soundtrack "U.G.L.Y"
Destroy their belongings
I have lots more, just ask me :D

Poke them!Or just elbow them lightly when you are eating. People do that to me all the time. It is annoying but funny too.

Poke them and say " poke" everytime you poke them. or go up to a smart person and say " can u autograph my pencil?"
or touch there back pack then giggle like Sponge Bob Square Pants
