You cannot pay PayPal
PayPal is company that can help you to pay others though the internet without having credit card!
PayPal is high secure trusted website, globally well known and they will not take any money unless it is transfer fee.
I think you paid someone though PayPal!
If you want to have your money back you can open something called dispute (you can find it though sitemap)
You will need to place a request to the person that you paid him to refund your money and you should specify the reason for that
(Like why you want him to refund your money)
They (the people you paid them) should replay within 10 days
if not or if you are not satisfied with the answer or anything you can escalate the case to PayPal resolution center and they will determine based on their judgment , if it is in your side they will take an action and they will force the seller to send the money back to if he like or not)
If you want to withdraw your money there is tab at the top of your PayPal page where you can place order and it will be back in your account between 5 -7 days guess
